Lochhead <br />Executive Director <br />Hal D. Simpson <br />State Engineer <br />Dear Ms. Krieger: <br />We have received your letter dated October 6, 1997. I apologize for not responding <br />sooner but this project has made several changes over the last several months. I am <br />providing a response now since we have finally approved Agile Stone's request for a <br />temporary substitute water supply plan for this project. The plan as approved by our <br />office includes the open quarry mining of granite to the north of Tallahassee Creek and <br />the excavation of sand and gravel from the alluvium between Tallahassee Creek and the <br />Arkansas River. All mining is to be done so as to eliminate the exposure of ground <br />water to the atmosphere. Mining is proposed to begin in May 1998. <br />The applicant will divert water from the Arkansas River for process dust suppression and <br />roadway dust suppression. The water made available for this project is from 5 shares of <br />the Twin Lakes Reservoir and Canal Company owned by Agile Stone Systems, Inc. No <br />pumping of groundwater from wells will occur as originally contemplated. <br />Your major concern is what effects, if any will the proposed blasting have on the water <br />resources, primarily groundwater, in the area. Depending on the magnitude of the <br />blasting, and its proximity to your well, it may be possible that the blasting could cause <br />some temporary discoloration in the well water. However, it is not believed that this <br />situation would exist very long. Turbidity in water is fairly easy to filter out should any <br />occur. <br />This area is geologically made up of sedimentary and igneous formations with major <br />faults passing through the vicinity of the project. We are not aware of any detailed <br />mapping of the hydrogeologic conditions in this area. You had mentioned that your well <br />dried up completely about the same time the Agile Stone Systems did their "test <br />blasting". Has the well began to flow again? I do not have any specific information on <br />your well. I would be happy to review any information regarding this well if you could <br />provide to me a permit number or location of the well. At this time, I am unable to <br />determine whether the blasting had anything to do with it going dry. <br />One of the best ways to determine any changes in water quality or well production is to <br />have a monitoring program. Ideally, you should have as much data as possible prior to <br />any mining activity.
