ENERGY FUELS RESOURCES <br />Guidelines for SurFace Emergency Response Operations WHIRLWIND MINE <br />After notification the Responderwill proceed to the Operations Phase of response. The type of action taken in <br />the operations phase will depend on the incident and the Responders capability. All other site personnel have <br />response training and should Immediately begin Stage 2 operations when notification is complete. The <br />quantity and concentration of hazardous material released and the presence or absence of fire will be the <br />primary factor in determining operations strategy. Proper personal protection equipment (PPE) is mandatory <br />tluring response operations. Choice of PPE will depend on the type of material involved and the potential for <br />contact with the material. A listing of available response equipment and its location can be found (n Secgon II <br />of the Emergency Response Plan. <br />Suggested operational strategies and PPE requirements are listed below for potential HazMat Incidents <br />involving Corrosive materials. Every effort should be made, that does not involve an unwarranted risk to <br />responders, to eliminate ongoing leak orspill sources (re. closing valves, etc.j prior to beginning operations. <br />CORROSIVES <br />This category includes both acid and alkaline materials. <br />Corrosive materials stored onsite include: <br />Large Quantities: <br />-Ferric Sulfate -Solid (Water Treatment Plant) <br />r~ <br />L J <br />Small Spills - No Fire <br />Small Quantities: <br />Ferric Sulfate -Liquid (Water Treatment Plant) <br />Battery Acid (Tool Storage) <br />Dflute Acld (14%) or Fenlc Sulfate Llquld <br />PPE: Chemical splash protection; respirator required; face-shield; rubber gloves; and rubber boots. <br />Response: <br />• Evaluate situation. <br />• Secure area. <br />• Rescue 8 First Aid, if necessary t'< possible. <br />• Contain material by damming or diking. <br />• Absorb spilled material with earth, when possible. <br />• Inside of a building, dilute acid or ferric sulfate liquid may be carefully flushed with water to the <br />building sump and routed to the Water Treatment Plant Secondary Containment Tank. <br />Remediation: <br />• Evaluate situation. <br />• Do not add water. <br />• Absorb spilled material, when possible. <br />• Transport contaminated soils to the Whirlwind Waste Dump storage area for temporery storage <br />until a permanent disposal site is determined. <br /> <br />
