47. The Applicant is committed to prepare an integrated pest management plan and weed control plan in <br />concert with the local weed control district, The plan must be approved prior to the Applicant <br />commencing operations. <br />48. The Applicant's commitment to develop a noxious weed control plan in consultation with the local <br />weed control district, and to submit it for approval prior to the commencement of operations satisfies <br />Rule 3.1.10(6). <br />SOILS INFORMATION <br />49. The Applicant must describe soil characteristics at [he proposed mine site. Construction Materials Rule <br />6.3.2. The Applicant must describe the estimated depth of that topsoil which wilt provide a suitable <br />plant growth medium. Constmction Materials Rule 6.3.3 It must segregate topsoil from overburden <br />where overburden exists. The Applicant must segregate all soil most suitable for plant growth and <br />provide soil amendments when existing topsoil is of poor quality. Construction Materials Rule 3.1.9. <br />50. The Applicant has identified three main soil mapping units on the project area, including the Manvel <br />Silt Loam, the Penrose Minnequa Complex, and the Penrose Rock Outcrop Complex. The most suitable <br />soil is [he "A" Horizon or the topsoil because of the higher organic matter content. This layer is <br />approximately the top six inches of the profile. The subsoil layer is approximately 12 inches [hick. <br />51. Topsoil and subsoil will be stripped and salvaged separately, live handled or directly hauled and <br />reconstmcted wherever operationally feasible. Direct haul or live handling minimizes impacts to soil <br />stmctnre. It conserves the soil organic matter content and it maximizes the transfer of soil biota and <br />viable plant materials. <br />52. The Applicant plans to strip naturally occurring soil layers and segregate each layer in order to ensure <br />that it can reconstmct the soil profile during reclamation. If topsoil management degrades the topsoil's <br />viability as a plant growth medium, the Applicant must use soil supplements as necessary to ensure <br />revegetation. <br />53. The Applicant has adequately described the soil characteristics and depth of topsoil at the proposed site, <br />in compliance with Rules 6.3.2 and 6.3.3.
