soil, direct-haul the soil to maintain its viability, reconstmct the soil profile and add amendments when <br />necessary satisfy Rule 3.1.9. <br />BLASTING <br />54. Construction Materials Rule 6.3.2 requires that the Applicant identify any permanent man-made <br />structures within 200 feet of the affected area. <br />55. Cons[mction Materials Rule 6.5(4) requires the Applicant to demonstrate that all off-site areas will not <br />be adversely affected by blasting. <br />56. The Applicant has identified all permanent manmade structures within two hundred feet. <br />57. The Applicant has identified the Blake Ranch as the closest significant structure that must be protected <br />from damage. This ranch is located approximately 4,000 feet from land that would be affected by this <br />operation. <br />58. The Applicant's blasting plan complies with accepted blasting practice. The Applicant's blast plan <br />provides a vibration standard that is below the acceptable standard established by [he Stale of Colorado <br />Department of Labor, given the proposed operation's proximity to the planned cement plant and nearest <br />residence. <br />59. The Applicant has calculated the amount of vibration, or "peak particle velocity" that charges will create <br />at the Blake Ranch, based on the amount of explosives anticipated in each charge. The peak particle <br />velocity at the ranch is 0.1 inches per second. This level of vibration is 8.7 times lower than [he <br />standard established to protect structures from damage. <br />60. The Applicant also addressed concems expressed by Objectors regarding potential impacts on water <br />wells. The Applicant identified the Blake Ranch as owning the closest registered well. The peak <br />particle velocity at the well will not exceed 0.23 inches per second, based on the charges to be used by <br />[he Applicant. This anticipated level of vibration is well within the standard established [o protect <br />structures. <br />61. The Applicant considered the Objectors' concerns that blasting would damage the aquifer from which <br />their wells draw water. The closes[ underlying aquifer is over 400 feet below the surface.
