The Applicant has proposed a diverse seed mix comprised primarily of native species identified in <br />baseline sampling data and the proposed potential climax community as noted in Natural Resource <br />Conservation Service range site descriptions of the area. <br />40. .The Applicant does not propose to irrigate areas that are being reclaimed. Irrigation is unnecessary <br />because it would favor establishment of species dependent on a quantity of water that would not be <br />available indefinitely. The Applicant has proposed a seed mix that will establish under natural <br />conditions. Depending on conditions, revegetation could take from five to seven years to establish. <br />41. Reclaimed areas will be compared to undisturbed reference areas. The Applicant will monitor <br />germination, establishment, growth and development while the reclaimed lands are developing. The <br />Applicant will track growth and, if necessary, apply interseeding or other agronomic processes to ensure <br />the success of the vegetative establishment. <br />42. The Applicant will also be subject to final bond release monitoring by [he Division in the fifth or <br />subsequent full growing season. The Division will require adequate species composition with the <br />vegetation cover sufficient to control erosion, support the postmining land use, and promote <br />successional vegetative development. <br />43. The Applicant is also required [o report revegetation progress in the annual mining and reclamation <br />report. <br />44. The permit requires monitoring and reporting results of vegetation establishment during years 1, 3 and 5 <br />following initial seeding. The Applicant must establish a permanent reference area where comparisons <br />of reclaimed areas could be measured against the representative undisturbed area. <br />45. This plan satisfies Construction Materials Rule 3.1.10 <br />46. Construction Materials Rule 3.I.I0(6) requires the Applicant to use weed control to prevent noxious <br />weed invasion when necessary. <br />
