Water Quality Control Act - 4 <br />Title 25, Article 8 <br />(17) "Water quality standazd" means any standard promulgated pursuant to <br />section 25-8-204. <br />PART 2 <br />WATFR QUALITY Q3NI%JL CCtlDfISSION <br />25-8-201. WATgt QUALITY OONIItOI. N6ftdISSION CfiFATTD. (1) There is hereby <br />created a crater quality control cannission, as a division of the department of <br />health, and the cor~mission shall exercise its powers and perform its duties and <br />functions specified in this article under the department of health as if it were <br />transferred to said department by a type 1 transfer, which crnmission shall con- <br />sist of eleven members as follows: <br />(a) A member of the state board of health or a member of its administra- <br />tive staff, designated by said board; <br />(b) A member of the wildlife cmmission or a member of its administrative <br />staff, designated by said crnmission; <br />(c) A manber of the water conservation board or a manber of its admunistra- <br />tive staff, designated by said boazd; <br />• (d) The executive director of the department of natural resources or his <br />designee; <br />(e) Seven citizens of the state who shall be appointed by the governor as <br />follows: <br />(I) The governor shall appoint one member iron each congressional district <br />and the remainder frCm the state at large. <br />(II) The individuals appointed by the governor as members of the water <br />pollution control crnrnission as existing pursuant to article 28 of chapter 66, <br />C.R.S. 1963, as that article existed prior to July 1, 1973, shall serve as the <br />initial members of the carmission until February 15, 1974. After February 15, <br />1974, the terns of the appointed members shall be three yeazs; except that of <br />the manbers initially appointed under this atticle, three shall serve for one <br />year each, txo shall serve for two years each, and two shall serve for three years <br />each, as designated by the governor at the time of appointment. <br />(III) Whenever a vacancy exists, the governor shall appoint a member for <br />the remaining portion of the unexpired term created by the vacancy. <br />(2) (a) The governor may rarove any appointed member of the cmrrtission <br />for malfeasance in office, failure to regularly attend meetings, or for any cause <br />that renders such a member incapable or unfit to discharge the duties of his <br />office; and any such remval, when made, shall not be subject to review. <br />• (b) If any member of the cartnission is absent from two con.9ecutive rtieetings, <br />the chairman of the oonmission shall determine whether the cause of such absences <br />was reasonable.
