(Your map shows a county <br />road and right-of-way fence, both of which are structures.) Please <br />identify all significant structures, including also any above- or <br />below-ground utilities, pipelines, wells, etc., and the owner of <br />each. <br />The wildlife information in the original file is adequate. Please <br />provide better water resource information, especially regarding <br />location and depth of any nearby wells, and the nature of the flow <br />in Hell Creek. <br />Exhibit C - Mining Plan <br />(You refer to the original file, which actually contained the Map <br />in Exhibit C. The original Exhibit B is the Mining Plan.) The <br />original plan is brief, and does not address several items required <br />in this application. Please clarify whether equipment or fuel is <br />to be stored onsite, and where; whether stockpiles of material <br />will be stored onsite, and where; whether processing will occur <br />onsite, and where; whether the entrance ramp will change location; <br />how future operations will treat topsoil and/or overburden, <br />especially in its stripping, stockpiling, protection during <br />storage, and depth which will be replaced for reclamation; whether <br />the pit will be excavated deeper; and how stormwater runoff will <br />be addressed if it is an issue. Your original plan states that the <br />pit will be 7 to 8 feet deep, with sideslopes of 5:1. <br />Exhibit D - Reclamation Plan <br />(The original file's information referred to is actually in old <br />Exhibit E.) The original plan mentions natural appearing contours, <br />and providing for drainage of the site. There are presently <br />drainage or seepage "ditches" crossing the pit floor and leading to <br />the creek. Are these to remain? What will be the depth of topsoil <br />replaced? Will there be overburden used for growth medium? The <br />original seed mix is adequate, but lacks information about the rate <br />and method of application. Rates should be expressed in "pounds of <br />pure live seed per acre (# PLS/acre)." The 50 pounds of nitrogen <br />per acre looks fine, and might even be better applied one year <br />after seeding. Will seed be applied by broadcasting or drilling? <br />This affects the rate applied. I think straw mulch (or hay if <br />desired) is fine too, but clarify how much will be applied, <br />expressed in tons per acre. This information could be provided <br />after requesting assistance from the MRCS office. Finally, please <br />comment on the following: whether fence to exclude livestock is <br />planned until revegetation is established, whether any ramps or <br />roads are to remain onsite, how drainage from the county road will <br />be controlled or diverted away from your pit slopes, and whether <br />rip rap will remain, and where. <br />
