' proceeding to I-25 access with the two alternates included. Selection of a particular alternate is not yet <br />finalized but this report notes that the two alternates as described below are mutually exclusive. <br />' Pit Access Road- existing 15' travel width with partial grevel base extending from the pit site <br />area, through the northwest comer of the sedimentation pond and to its intersection with <br />Baptist Road (18' R-O-W). The total length of this segmem is approximately 1500 feet. This <br />' road is currently owned and maintained by the applicant This application includes surface <br />reclamation of a 30' width for the total length (approximately 1 acre). Ultimate use of the <br />road after mining operations are completed will be private access as a ranch service road for <br />' the applicant's range stock operations. During mining operations this road will be maintained <br />by the applicant to include dust abatement and erosion control as needed. The road will be <br />secured by a locked gate and posted according to state criteria immediately west of the <br />intersection with Baptist Road. Once haul traffic leaves this segment, the proposed haul <br />direction will resume as either Alternate #1 or Altemare #2. <br />' Baptist Road Intersection (18' R-O-W)- This portion of Baptist Road is located a[ the pit <br />access road intersection approximately ~/< mile east of the pit At this point Baptist Road is an <br />18' R-O-W maintained by El paso County. The applicant will provide adequate drainage, such <br />' as ditches and or culverts parallel with the road orientation. Gravel haul trucks and other pit <br />traffic will cross Baptist road at this location. <br /> <br />1 <br /> <br /> <br /> <br />1 <br /> <br /> <br />1 <br /> <br /> <br />Alternate Route #1 <br />At the present time, the petitioner; and neighboring residents are negotiating right-of-way with <br />El Paso County Public Wodcs Department for realignment of Baptist Road. The proposed <br />realignmem will commence on the existing 60' wide portion of Baptist Road (east-west <br />segment) approximately 1000 feet east of the Dellacroce residence at or near the private road <br />intersection ro the north, continuing th a southwesterly and circuitous route and rejoining the <br />existing 18' wide portion of Baptist Road, southeast of the site, as it curves ro the west. The <br />proposed 60' wide realignmem would accomplish several objectives for the petitioner, the <br />County and residents at the faz westerly end of Baptist Road, specifically the elimination of <br />the sharp bend at the Dellacroce Residence and the non-standard 18' width. The proposed <br />realignment would be constmcted according ro County specifications for public roads. The <br />proposed realignment would entail that the County abandon (quitclaim) two segments of the <br />existing Baptist Road, being a 1200' length of the 18' wide R-O-W immediately east of the <br />Dellacroce Residence and a 600' length of the 60' wide R-O-W conning east from the <br />residence. These segments amount to approximately 1.3 acres that would revert ro the <br />Dellacroce Estate for private use. Alternate #1 would allow public traffic to use the realigned <br />portion of Baptist Road. Pit haul traffic would utilize the abandoned portions adjacent to the <br />Dellacroce residence and re-enter the public road system approximately 600' east of the <br />residence. Mixing of haul traffic with public traffic would not occur at any point west of <br />Mitchell Avenue. The advantages of Alternate Route #1 aze: a) The petitioners do not incur <br />any construction vests for haul routes, b) Drainage improvements are already in place, <br />including a culvert crossing at Beaver Creek, c) Haul traffic does not cross or mix with public <br />traffic in anon-standard width segment, d) Public traffic is directed away from the Dellacroce <br />residence and the obvious problem areas, e) this haul route would be later utilized as a ranch <br />service road with minimal reclamation. The disadvantage of Alternate #1 is that <br />implementation is contingent to County approvals and constroction scheduling. <br />Alternate Route #2 <br />This route will be implemented only if the time schedule of Alternate #1 cannot accommodate <br />C-2 <br />
