<br />' the petitioner's operation schedule or Baptist Road is not realigned. Alternate route #2 will <br /> consist of a new haul road, approximately 30' x 1600' or 1.1 acres, commencing at the <br /> intersection of the existing pit access road and the 18' wide portion of Baptist Road 1000' <br /> south of the Dellacroce residence and continuing in a circuitous and northeas[eriy direction to <br /> the intersection of Mitchell Road and the 60' wide portion of Baptist Road. The petitioner <br /> would be responsible for all construction improvements for Alternate #2 including a water <br />' crossing at Beaver Creek and associated plan reviews. The advantage of Alternate Route #2 <br /> is that the petitioner could proceed regardless of current negotiations for a realigned Baptist <br /> Road. The disadvantages of Alternate Route #2 are a) the petitioner incurs all construction <br />' costs including a water crossing and higher reclamation vests, b) the petitioners' property <br /> could possibly be traversed by three roads, a realigned (public) Baptist Road, a vacated <br /> (private) Baptist Road and a new (private) haul road, of which one of the two private roads <br /> could not be used by the petitioner after mining operations are completed. <br /> Baptist Road 60' R-O-W This portion of Baptist Road extends east from the existing <br /> intersection with Mitchell Road, crossing Monument Creek, then approximately 3,200 feet to <br /> its intersection with I-25 crossing the Denver and Rio Grande Western Railroad and the Old <br /> Denver Road. The county has installed the appropriate traffic safety devices at these crossings <br /> to protec[ motorist activity and maintains the road. Due to the higher level of service of this <br />' portion of Baptist Road R-O-W, pit traffic will not adversely impact motorists. <br />' Monument Creek Bridge detour- E] Paso County is currently planning to rewnstruct the <br />existing bridge (Project #3021) and upgrade its loading capacity to 40 tons. As a part of this <br /> reconstruction project a 30 foot wide detour road and creek crossing will be constructed <br /> immediately, south (downstream) of the bridge. This detour or shoofly will insure normal <br />' traffic use of Baptist Road. Depending upon the timing of the bridge reconstruction work, pit <br /> traffic may require the use of the detour for the creek crossing. Negotiations for the required <br /> additional bridge R-O-W and temporary constnrction easements for the detour road are <br />' underway.
