' EXHIBIT C- PRE-MINING AND MINING PLAN MAPS
1
The applicant offers three methods of determining the visual impact of the site; a scale foam core
' model (1"=100') ,computer enhanced photos and cross sections. The model is derived from existing
topography and the proposed grading plan, and is capable of depicting each mitring phase as it is
completed. The photos illustrate the site from important vistas. Visible mined azeas are depicted for
each photographic view. The foam core model and the photography are provided sepaza[ely from this
' report. Cross sections derived from the grading plan and 7'fz minute mpographic map depict exposed
pit surfaces with viewing angles from offsite locations and are included within Exhibit C in the
Appendix as sheets 1,2 and 3. The foam core model and the computer enhanced photography will
' provide the evidence of visual impact. Figure 1, Exhibit J is a large scale (1" = 200') existing
topography of the proposed pit site and lower sedimentation pond illustrating the more prominent land
features on and adjacent to the site and the contiguous drainage watershed basins. The disturbed area
' of the site and the subsequem reclaimed area will be visible in profile from the north only. Figure 3,
Exhibit B within the Appendix is a 1"=100' topographic map of the proposed site delineated on
existing wntours in which the following referenced terrain features are shown. Ridge A on the
' northwest side of the site will not be graded. The hillside southeast of this ridge( B) will be
preserved, although the top will be lowered. Thus the profile of ridge $ will be shorter, but the
' hillside vegetation and contours will remain untouched. For most locations from the north, these arse
the oNy ridges visible on site. Ridge C will disappear. Midge D, above and south of the access road
will be preserved and this hillside will dominate views over Midge B. The resulting bowl or final pit
floor will be shielded from views from the north. Phasing of the gravel pit is scheduled to move from
' southwest to north and then east. This schedule preserves undisturbed views from the north,
throughout the life of mine.
' Visibility from the east and northeast is possible due to increasing natural slope to the west. Two
knolls at the east end of Ridge C and Ridge B will limit these views and offer topographic variety.
The proposed mining sequence will screen the excavation work from an easterly view point during the
' initial two phases. This intentional screening will be accomplished by mining the site in 3 segments
beginning at the upper end and most southwesterly portion of the site.
Figure 1, Exhibit C within the Appendix is an aerial photograph of the proposed site and vicinity
' depicting the road system and the proposed pit haul routes which will be utilized during the mining
process. The primary public transportation corridor through the Dellacroce ranch is Baptist Road
which intersects I-25 (at exchange #158) approximately 3 miles south of Monument. The western
portion of Baptist Road commences at I-25 as a paved 60' wide public R-O-W, continuing west along
the north line of Section 35 it crosses the Old Denver Road and enters the Dellacroce ranch (portion of
out-tract) at which point the pavement transitions to a graveled surface. Resuming its westerly mute,
' Baptist Road crosses the D & RG Railroad and then Monument Creek by an existing County bridge.
Continuing Baptist Road intersects with a private ranch access road to the north and Mitchell Road
' accessing the Forest Lakes area to the notch. Baptist Road continues west until it reaches the
Dellacroce Residence at which point the R-O-W turns south and reduces to an 18' width crossing
Beaver Creek and follows a meandering course south and then west, terminating at Green Mountain
' Ranch Estates one mile was[ of the proposed pit site. All of that portion of Baptist Road west of I-25
a dead end with no [hro traffic west of the Old Denver Road
is essentiall
.
y
' The following is a description of the proposed haul route and roads beginning at the proposed pit and
C-1
