<br />EXHIBIT E - RECLAMATION PLAN <br />The purpose of the Villard Pit #2 is to provide road <br />construction and maintenance materials in the northern portion of <br />Moffat County. The Moffat County Road Department (Operator) will <br />crush and store road-base materials until they are used. It is <br />expected that the storage pile will contain 35,000 cubic yards of <br />this material and that it will last approximately 3 years before <br />the crushiny crew will return. In addition to hauling crushed <br />materials to project sites the truck crews will mine "pit-run" <br />gravel and sand as needed. A third product will be over-sizeu <br />rock that will be used for rip-rap. <br />The elevation of this operation is 72GG feet which means <br />that this will be, primarily, a summer gravel resource, although <br />Moffat County may work parts of this mine in any season if <br />necessary. <br />Whenever it is practical the operator will yracie tiie mined- <br />out portions of the excavation area as soon as possible, but the <br />final grading and the application of topsoil normally will not be <br />undertaken until a large portion of the pit is ready for <br />reclamation. <br />Moffat County will stabilize the topsoil piles, and reclaim <br />the affected area with the standard seed-mix formula in Exhibit <br />E-1 attached to this plan. <br />SPECIFIC RECLAA7ATI0N INFORMATION <br />1. Overburden stockpiles will be graded, drai~ied and stabilized <br />with the approved seed-mix application; <br />2. The maximum yradieiit of reclaimed slopes will be 4:1 <br />(horizontal to vertical) except when some of the natural <br />slopes may be steeper than 4:1. In that instance the <br />reclamation crews will blend our slopes to fit the natural <br />terrdiu; <br />3. The future use of the affected area will be rangeland; <br />4. The operator will replace from 8" to I2" of top-soil on the <br />graded surfaces and will apply the seed-mix as described in <br />Exhibit E-1. Moffat County prefers to seed the disturbed <br />areas in late fall. However, the Road Department has major <br />activities at the landfill, in public works projects, ici road <br />construction and maintenance, and in the production of _~ <br />yravei. We will seed the Villard Pit #2 when our resources <br />are available for reclamation projects - we cannot exclude <br />any seaso:~ of the year even if our prospects for re- <br />vegetation success are slight. Our expected seeding times <br />are 365 days per year. <br />EXHIBIT E <br />
