Overall grade for the road is 4% with a maximum pitch grade of <br />11.3% over a 310 foot length. <br />Generally, the road was constructed by removing colluvial and/or alluvial material <br />from bedrock to attain a width of at least 20 feet. We assumed (and analysis confirms) <br />that the existing land form and road cuts have a safety factor near 1.0, see Tables 2.2-3 <br />through 2.2-5. Although no major slides have occurred, the present road is marginally <br />stable. <br />Over the life of the mine, it will logically be in the Operator's best interest to <br />maintain the road in a satisfactory manner. All local sumps and sloughage will be <br />cleaned and disposed of promptly. Temporary revegetation will help control erosion <br />and sediment accumulation in the drainages. Other measures, such as matting or <br />mulching, may be used to control particular troublesome spots. <br />2.2.2.1 Waste Disposal Haul Road <br />A road is a surface right-of-way for purposes of travel by land vehicles in coal <br />exploration or surface coal mining and reclamation operations. A haul road is any road <br />used for the transportation of coal, spoil or coal mine waste. <br />Access to the waste disposal area is from Colorado State Highway 139 as <br />shown on Figure 2.2-7b. The existing road along the Munger Canyon floor was <br />previously improved by the Operator. Sub-base preparation included compaction of <br />material in 8-inch lifts. Pit run gravel and crushed gravel surfacing was applied to <br />improve the road surface. <br />Gravel surfacing on the road and the vegetation present on the road shoulders <br />will assure that erosion, siltation, pollution of air or water, and damage to public property <br />will be controlled. These controls will also assure that no damage to fish and wildlife or <br />other related environmental values will occur. <br />Typically the haul road to the gob pile will be 16 to 20 feet wide. The haul road is <br />plated with pit run gravel surfacing. This road is secured with a locked gate where it <br />crosses over Salt Creek. Therefore, use is very limited.
