Also, please specify the rate at which recovered groundwater will be discharged offsite, <br />and the capacity of the structure(s) receiving the dischazged water to convey the water to the <br />South Platte River. <br />3. The water management system as described on page 12 requires clarification. Specifically, <br />please revise the Mining Plan Map (3 of 7) to show the location(s) of the sump and settling <br />ponds. Will the location of the sump vary with each phase of the mining operation or will there <br />be one main sump used throughout the mining operation? Please describe how the recovered <br />groundwater from pit de-watering operations will be transferred to the silt ponds in the <br />northwestern portion of the permit azea. Or, will the pit water from de-watering operations be <br />directly dischazged offsite through some other method? Please provide representative plan view <br />and cross sectional diagrams of the sump, wash ponds, and silt ponds to be used in the operator's <br />water management system. <br />4. The applicant specifies on page 13 that the claystone bedrock surface is fairly irregulaz across <br />the site and that the claystone is locally silty and sandy. The applicant also specifies on page 14 <br />that the operator is proposing to create a series of water storage reservoirs. Therefore, the <br />potential for leakage into the lined ponds through the bedrock pit floor should be evaluated. <br />Please provide a geologic evaluation of the proposed pit floor(s) that demonstrates that leakage <br />(in excess of the State Engineers Office requirement) will not occur. If a geologic evaluation is <br />not feasible, the applicant should provide a contingency plan for steps to be taken if cracks, <br />Fissures, sand lenses, or other undesirable features are encountered. Please respond. <br />6.4.5 EXHIBIT E -Reclamation Plan <br />5. The application specifies on page 14 that the operator is proposing to create water storage <br />reservoirs. Incompliance with Rule 6.3.4(1), please describe the number of acres of water <br />surface for each reservoir, the storage capacity (in acre-feet) of each reservoir, and the maximum <br />pool elevation for each reservoir. Also, we request that you specify for each lake the number of <br />feet ofbank above tthe maximum wafer surface. (Ifbaiik configurations other than 3.5:1 aze <br />desired, we request that you provide a representative cross section for each reservoir showing the <br />bank configuration, maximum water surface, and number of feet of bank above the maximum <br />water surface). Please respond. <br />6. The application specifies on page 14 that the applicant will protect the existing and <br />"reasonably potential" future uses of groundwater; and is in the process of applying for a well <br />permit and is preparing a Temporary Substitute Water Supply Plan to augment evaporative <br />losses from the ponds.
