27. Exhibit 6 of 7 depicts a gas line and electric line leading to the gas well in pond 2, an electric line in <br />the southwest portion of Pond 2, and an electric line crossing in pond 3 and continuing to the silt <br />basin wetland. Please explain how these structures will be constructed/supported in the middle of the <br />reclaimed ponds. <br />28. Please provide additional information regarding the reclamation of the wetland areas on site. In <br />particulaz, please state the final reclaimed slopes, depth of topsoil to be replaced and the seed mixture <br />to be utilized. <br />29. Please locate al] roads that will remain on site as a component of the reclamation plan. Locate the <br />roads on the reclamation plan map and include their composition and dimensions. <br />30. In Exhibit E, the applicant states that the operator will comply with the reclamation measures set forth <br />in Section 3.1.5. Please describe in further detail as to how the applicant will comply with these <br />requirements at the Lupton Lakes site. <br />31. The applicant states that topsoil will be uniformly placed and spread on areas disturbed by the mining, <br />above the anricipated high water line. Please state where the high water line is anticipated, and depict <br />this area on the reclamation plan map. <br />32. The applicant provided a list of plants to be planted upon reclamation of the site. Please state the <br />location of these tree plantings. in addition, please clarify if the plant schedule listed on Exhibit 5 of <br />7 is per acre, per pond, or total for the site. <br />33. On page 17 of the application, it states that the proposed seed mix and application rates in pounds of <br />pure live seed per acre aze described on the following pages. The application did not provide this list, <br />and is only noted on Exhibit 5 of 7. Please provide the proposed seed mixture as state in the <br />application. <br />Rule 6.4.6 Exhibit F- Reclamation Plan Mao <br />34. The reclamation plan map does not show the proposed topography of the area with contour lines of <br />sufficient detail to portray the depth and slope of the reclaimed ponds. Please revise the reclamation <br />plan map to include contour lines of the reclaimed area. <br />Rule 6.4.7 Exhibit G- Water-lnformatiorr <br />35. The Division received comments from the Office of the State Engineer (OSE) regazding the proposed <br />application. According to the OSE, before a well pemrit can be approved the applicant must conduct <br />a field location of the site and document the locations of all wells within 600 feet of the permit area. <br />The applicant must then obtain a waiver of objection from all well owners with wells within 600 feet <br />of the permit area or request a hearing before the State Engineer. See the attached OSE letter for <br />further detail. Please commit to not exposing groundwater until a well permit is obtained from the <br />OSE. hr addition, once the well permit is obtained a copy must be submitted to the Division. <br />36. Attached, please fmd the Division's hydrology review comments of the Lupton Lakes Resource <br />application prepared by Tom Schreiner. Please address all comments and questions noted on the <br />attached letter. <br />Rule 6.4.12 Exhibit L- Reclamation Costs <br />37. The Division will estimate a cost to reclaim the site based on the information submitted in the <br />application. However, the Division has the following questions regarding final reclamation of the <br />site. <br />
