17. Please describe all haul roads that will be utilized for the mining operation. Rule 6.3.3(g} requires the <br />applicant to specify the dimensions of any existing or proposed roads that will be used for the mining <br />operation. Any improvements necessary on existing roads and the specifications to be used in the <br />construction o£ the new roads needs to be described in the permit and included as part of the <br />permitted acreage. The applicant will also need to address reclamation of any new or improved roads <br />constructed on site. <br />18. Exhibit 3 of 7 depicts a number of structures that will be mined through in some fashion; the gas and <br />electric lines through Area 9, the electric line through Area 15 and the electric line through Area 17 <br />and the fresh water pond. Please identify all permanent man made structures that will be removed <br />and/or relocated as a result of the proposed mining and reclamaton plan (i.e. structwes, utility lines, <br />roads, water ditches, wells, etc...). The applicant will need to submit a notarized agreement between <br />the operator and the owner of all structures that aze to be removed or relocated. As an alternative, the <br />operator can provide adequate mining offset distances in accordance with Rule 6.4.19. However, <br />once the agreements aze received, they must be submitted to the Division in the form of a revision to <br />the permit. <br />19. Exhibit 3 of 7 depicts the mining set back distances from various permanent man-made structures on <br />site. Please depict the mining offset distance form the gas pipeline between Areas 10 and 12, and <br />update the map accordingly. <br />20. The applicant states that settling ponds will be located in the processing area. Please identify the <br />location of these ponds and provide addifional detail regazding the construction, use and management <br />of these structures. In addition, explain how the ponds will be reclaimed. <br />21. Please state how pit runoff will be diverted to the two silt ponds located on the north end of the mine <br />site. Please further explain their use, management, and how water will be diverted into the silt ponds <br />and provide any ditch or conveyor designs if applicable. It was discussed during the inspection of <br />March 4, 2005 that the silt pond 6.7 acres in size located west of area 1 is no longer in the proposed <br />mining and reclamation plan. Please revise the maps accordingly. <br />22. Please list and locate on the applicable exhibit all structures that will be constructed on site (i.e. <br />plants, offices, trailers, tanks, etc...) and provide their associated dimensions and composition in <br />order to accurately estimate a cost for removal in the reclamation bond estimate. <br />Rule 6.4.5 Exhibit E- Reclamation Plan <br />23. The applicant states that the plan is to create water storage reservoirs. However, according to the <br />groundwater model only two of the pits will be reclaimed to water storage reservoirs and the <br />remainder will be ponds exposing groundwater. Please clarify this discrepancy, and provide specifics <br />on how the groundwater lakes will be reclaimed. <br />24. Please state the depth in which clay will be mined in order to construct the compacted clay liner. In <br />addition, please provide an estimated volume of clay to be excavated for each pond so that it maybe <br />included in the reclamation cost estimate. <br />25. Exhibit 6 of 7 depicts future reservoir interconnect pipes to connect all three ponds and a future water <br />conveyance pipeline to the South Platte River. The operator will need to provide detailed designs and <br />drawings for these future pipelines. In addition, the applicant will need to obtain notarized consent <br />forms between the applicant and the owners of the property and structures to install the interconnect <br />pipes under Weld County Roads 6.25 and 8 and Highway 85. <br />26. Please explain how the clay will be placed in the pit to ensure stable slopes. In particular, please <br />explain how lifts will be placed and compacted to ensure the material is placed in a stable <br />configuration. <br />
