Revision <br />February 1982 <br />(6) Waste Disposal <br />Noncoal wastes including, but not limited to, grease, lubricants, <br />paints, flammable liquids, garbage, abandoned machinery, timber, and other <br />combustibles will be removed from this area and stored in a controlled <br />manner in a designated portion of the permit area or removed to an approved <br />sanitary landfill. No coal seams will be exposed nor will there be any <br />acid-forming, toxic-forming material in the affected area. Final placement <br />of noncoal wastes will be in the Delta County Sanitary Landfill. All <br />debris which could constitute a fire hazard will be disposed of in the area <br />designated for public use at the Delta County Landfill (Appendix X-17). <br />(1) Closure of Mine Openings <br />Upon abandonment, the portals will be either capped, sealed, back- <br />. filled or otherwise properly managed to form a permanent closure. This <br />closure will be designed to prevent access to the mine workings by people, <br />livestock, and wildlife, and to keep acid and other toxic drainage from <br />entering ground or surface waters. <br />The permanent closure of mine openings will produce surface features <br />which will conform with adjacent slopes. Clean (free of noxious substances) <br />material will be used as fill and it will be compacted to prevent future <br />settling during the backfilling phase of the reclamation process (2.05.4). <br />Exhibit 2.05.4-H shows possible techniques for closing mine openings. <br />(8) Compliance with Clean Air and Clean Water Acts <br />WSC has obtained permits under the Clean Air Act, and the Clean Water <br />• Act, and other applicable air and water quality laws and regulations and <br />health and safety standards.
