(C) Backfilling, Soil Stabilization, Compacting, and Grading <br />The objective of the backfilling, soil stabilization, compacting and <br />grading process is to provide a reclaimed surface which will result in <br />topographic features closely resembling the surrounding natural topography. <br />The steps to be taken in this program are described below. <br />Surface Structure and Debris Removal <br />All large diameter openings (i.e., mine portals, air intake shaft) <br />will be sealed (4.07.3). All surface structures, equipment and asphalt <br />roadbeds will be removed. Building foundations will be broken down. Once <br />this has been accomplished, all solid waste generated in the area (except <br />broken, unreinforced concrete) will be collected and removed from areas to <br />• be reclaimed. Broken concrete will be buried under at least four feet of <br />top and subsoil. Additional information concerning waste disposal can be <br />found in Section 2.05.4. <br />Backfill and Compaction <br />After removal of debris, solid wastes, and surface foundations, back- <br />filling operations will be conducted in areas of depressions created by cut <br />and fill operations. In the West Portal disturbance area, the subsoil <br />stockpile will be used as augmentative fill material. A dozer and front- <br />end loader will be used to move fill into all depressions. Filled <br />depressions will be stabilized by compaction produced by heavy equipment <br />passing over the filled depression. <br /> <br />2.05-47~ <br />
