EXHIBIT C <br />to that certain <br />Limited Impact Operation (110(2)) <br />Reclamation Permit <br />Application Form <br />WEST END GRAVEL COMPANY <br />MINING PLAN <br />1. Mining will commence April 1, 1994, and continue until <br />March 31, 2004. <br />2. The operation will commence with the removal of all <br />topsoil with a maximum depth of six inches (6") removed and <br />stockpiled for future reclamation. The topsoil will be placed <br />in a separate area in a pile with slopes of not more than 2:1. <br />The stockpile of topsoil will be seeded with crested wheatgrass <br />seed for stabilization. Because of the lack of nutrients in <br />the topsoil, the stockpiled material will not support the growth <br />of other high nitrogen-consuming grasses. The initial stockpiled <br />topsoil will be used to reclaim the initial area disturbed within <br />twelve (12) months of removal. <br />3. No overburden other than the topsoil will be removed <br />from the site. <br />4. The gravel to be mined is between twenty feet (20') <br />and thirty feet (30') in thickness, depending on the location <br />on the site. <br />5. Access to the operation site is through existing roads. <br />The only major component on the site will be a crushing and <br />screening plant. There will be no other structures or buildings <br />on the site. A scraper and a bulldozer will be utilized to <br />remove and stockpile all topsoil. The gravel will be removed <br />by a front-end loader. Trucks hauling the gravel from the site <br />will be loaded with a front-end loader. <br />-8- <br />
