EXHIBIT "E" RECLAMATION PLAN (a) Description of the type of reclamation, reasons, earthmoving related to reclamation. (i) the entire pit azea will be reclaimed as rangeland. This use was selected by the landowners as being consistent with the balance of their ownership adjacent to the affected azea. However, the applicant does not propose to reclaim areas mined by others in yeazs past. Also, the Lessors have requested that the roads be left unreclaimed for easier access to their grazing aeeas and possible fire fighting. (ii) Earthmoving in reclamation will be relatively simple. Backslopes will be finished to blend with ., the existing.adjacent contours. Both the pit floor and backslopes will be topsoiled with 0" - 4" of any available topsoil. The NRCS report states: "There will be almost no soil available to stockpile for later reseeding work." (b) Comparison of the proposed post-mining land use to other land uses in the vicinity. As stated in (a) (i), rangeland is the landowners' choice for reclamation, which is consistent with the balance of their ownership in this azea. Other land uses within a 1-1/2 mile radius ofthe perimeter of the subject aze rangeland with associated ranch houses and buildings. ~, ~ ' ~ (c)' Description' of how the reclamation plan will be implemented. to meet applicable ! requirements of Rule 6-6-1 Grading. (1) Backsloping "backfilling". Unused overburden, if any, will be spread on backslopes and the pit floor before topsoiling. There will be no toxic materials involved that could be leached. (2) Grading will be done in a manner to prevent erosion and siltation of the affected lands. The plan will protect aeeas outside the affected land from possible slides or other damage. There will be no highwalls to be stabilized. (3) Backfilling and grading will be accomplished as part of the mining process. This definitely constitutes a reasonable timetable consistent with good mining and reclamation procedures. (4) There will be no refuse, acid-forming or toxic producing materials to be mined or disposed of. The only material involved will be the clay, which is basically inert chemically, and caprock. (5) There will be no drill or augers holes to be a part of this mining operation which could possibly cause harmful or polluting drainage. Since this is an open pit operation, there will be no adits or shafts to be sealed.
