• 2.05.3 <br />Two ventilation fans with steel evase and upcast structures are installed at the West Mine vent <br />shaft/fan site as depicted on Map No. 8-7. One of the fans was relocated to another associated <br />mine late in 1997 or early 1998. The upcast structures act to direct both mine exhaust and fan <br />noise upward thereby minimizing impacts in the immediate area. Bonding calculations for <br />demolition of the fans and associated foundations aze included in Volume 6A, Reclamation Costs. <br />A rock dust storage bin was also installed at the West Mine site. To provide enhanced access to <br />the bin by mine dusting equipment, and to alleviate environmental concerns stemming from the <br />spillage of rock dust onto stored topsoil in the fill slope adjacent to the original bin location, the <br />bin was moved. The current location of the bin is depicted on Maps No. 8-6A and 8-7. <br />A new concrete foundation was poured prior to relocating the rock dust storage bin. The <br />foundation was located within the mine bench area to be backfilled at the close of mining <br />operations and will remain in place. As adequate bond had been established for the reclamation of <br />the original bin site, and as no additional disturbance was required for the installation or <br />reclamation of the new bin site, bond amounts were not revised with regard to this structure. <br />An additional concrete foundation was poured between the West Mme shop and the crushing and <br />screening foundation. This shop slab, depicted on Map No. 8-6A, provides for improved <br />. equipment access and alleviates ongoing yard maintenance problems attributable to water <br />accumulations in this area. This slab was also located within the mine bench area to be backfilled <br />at the close of mining and will remain in place, therefore, bond amounts were not revised with <br />regard to this structure. <br />The overhead conveyor and stacker for coal ground storage was necessary to stockpile and load <br />coal from the portable crushing and screening facihty into trucks for transport to the existing train <br />load-out. This facility was designed and constructed to m;n;m;ze air and water impacts. The <br />portable crushing and screening facility is no longer in place at the West Mme facilities. <br />A sedimentation pond as described in Section 2.05.3 (4) was constructed using standard <br />earthwork methods to minimize impact to the hydrologic regime. It is maintained as described in <br />the existing approved permit. The pond area will be backfilled at final abandonment. <br />Construction of the West Mine facilities began in early November, 1986, and were completed by <br />February, 1987. <br />Removal of the mine facilities will be completed during the final abandonment and reclamation <br />phase of this facility. Refer to Section 2.05.4 -Reclamation Plan for specific information. The <br />East Mine facilities required little modification to accommodate coal haulage from the West Mme. <br />• To provide water to the West Mine for firefighting, underground water and domestic needs, a <br />water pipeline and storage tank was installed.
