• 2.05.3 <br />(3) MINE FACILITIES. <br />(a) A NARRATIVE AND MAPS, TO MEET THE STANDARDS <br />PRESCRIBED IN 2.10, DESCRIBING THE LOCATION, CONSTRUCTION, <br />MODIFICATION, USE, MAINTENANCE AND REMOVAL OF MINE FACILITIES IN <br />THE PERMIT AREA INCLUDING ALL BUII.DINGS, STRUCTURES AND UTILITY <br />CORRIDORS. <br />Maps describing the location of the mine facilities at the West Mine can be found in the Mine <br />Facilities Appendix, Volume 8A and Map 8-7. These facilities are generally located in the N''/s <br />SE'/. NW'h, Section 23, T.13. S, R.92. W, 6th P.M. <br />The mine facilities at the West Mine were constructed for short-term use thereby reducing <br />disturbed areas and associated impacts. Once construction of the North Mains by-pass was <br />completed in mid 1993 coal was conveyed underground directly to the coal processing facilities at <br />the East Mme. From 1987 to mid 1993 coal was processed with a portable crushing and <br />screening facility at the West Mine and trucked to the existing truck dump and train load-out <br />facilities. <br />• An electrical sub-station is necessary to transform high voltage power to usable mine power. An <br />electrical line connects the existing 46 KV line to the West Mine facility. <br />A fueling area to supply diesel fuel and lubricants for the diesel haulage machinery was also <br />constructed at the West Mme. Because of the short-term use of this area, all tanks are above- <br />ground structures and are contained within berms or walls to control oil and grease spillage. <br />A concrete pad was constructed adjacent to the existing fuel and lubricant storage area on the <br />west end of the shop located at the west portal area. The pad is approximately 0.5' thick, 50' <br />long, and 15' wide. The pad is sloped to drain into the existing sumps. The location of the West <br />Mme facilities is shown on Map No. 8A-8 Surface Disturbance & Orchard Valley West Mine <br />Facility Map. <br />When the pad is no longer required it will be left in place and used as part of the backfill for the <br />portal azea. Approximately 140 cubic yards of concrete will be available for backfilling, and the <br />amount will not impact the overall backfill material balance. Therefore, removal of the pad will <br />not requve an increase of the existing reclamation bond. <br />An area approximately one acre in size located north of the West Mine sedimentation pond was <br />constructed for material storage. Topsoil was stripped and stored for this area during <br />construction so that the area could be utilized for equipment staging and storage. A drainage <br />ditch and PVC pipe were constructed to route runoff from the material storage area to the <br />• sedimentation pond. <br />TR-32 - 16 - 9/99 <br />z~ S/o O <br />
