R-13 <br />(2) (cont.) <br />(b) The area comprising the mine property and the surrounding lands are <br />designated as residential use on the Florida Mesa Land-Use Plan. The <br />property shown as "Commercial and Retail" (attached) is currently <br />designated as commercial use on the same plan. This tract will be: <br />developed as commercial and/ or light industrial use upon the <br />cessation of mining operations. A map labeled "Conceptual Plan" is <br />also attached to illustrate the phases of residential and commercial <br />post-mining development. <br />(c) Implementation of the Reclamation Plan pursuant to Section 3.1 i:~ <br />described as follows:" <br />The lands on which mining will take place are owned by the <br />Operator/ Applicant, with the exception of the Fassbender property <br />as shown on Exhibit C. It is the desire of both parties to reclain the <br />affected area to the extent that residential development can be: <br />implemented. <br />Post-mining grading of all affected areas will be pertormed to rneet <br />the topographic requirements of the proposed development. <br />Erosion and siltation will be controlled throughout the reclamation <br />process such that lands outside of the affected area will not be <br />impacted. Proposed measures include placement of siltation control <br />devices, such as filtration fences or excelsior matting. Erosion will <br />be controlled with rip-rap, gabion baskets and/or other best <br />practices. <br />Neither refuse nor acid-forming ortoxic-producing materials are <br />expected to be mined. Should any of these materials be <br />discovered, they will be handled and disposed of in a acceptat~le <br />manner at the cessation of mining. <br />(d) Within phases A, B, C, and D topsoil will be removed and placed in <br />segregated berms along the perimeter of each mining cell as shown on <br />Exhibit C. Additionally it is proposed to employ topsoil berms along the <br />western mining limits of phases A and B to act as detention for <br />potential stormwater. As discussed earlier, topsoil will be reveget~ited <br />and maintained until it is replaced post-mining. <br />Phase E possesses little to no topsoil. It is proposed that a portion of <br />the upper zone of overburden be removed from this phase, set aside <br />and seeded with dry land seed to provide organic stability. <br />Methods and rates of reseeding during reclamation are as follows: <br />
