Section 780.111b) Continued.
• The light-use access road (loadout areal
• The cinderblock loadout/shop building
See Map 36, Kerr Tipple Area Postmining Topography and Map 37a, Postmining
Topography, for the location and configuration of the proposed permanent structure
and facilities. The proposed permanent facilities and their use are described in the
following sections.
Mine Office/Shop/Warehouse Building -The existing office(shop/warehouse building
and associated exterior lighting, along with the immediately surrounding parking areas,
will be utilized by Kerr or a subsequent landowner for equipment storage and repair
and parts and material storage in conjunction with postmining grazing use of the site.
Given the acreage encompassed by the Kerr Mine and the distance between the mine
area and existing facilities on adjacent ranches, a central facility is needed for storage
and repair of tractors and agricultural implements, and storage of equipment parts,
. parts for pumping installations, fencing materials, feed and feed supplements, and
other miscellaneous supplies.
By having a suitable, centrally located facility, it is reasonable to expect that land use
intensity and productivity can be increased over the premining condition through more
intensive land management, possibly including managed rotational grazing, dryland hay
cropping, or development of limited areas of irrigated pastureland. Kerr has negotiated
with and received earnest money from a prospective buyer for both the mine and
loadout areas. The prospective buyer has requested that the existing shop structures
in both the mine and loadout areas be retained in conjunction with his proposed future
use of these properties.
Light-Use Entrance Road (Mine Area) -Kerr established a main haul road, Haul Road
A, from the mine entrance gate to the office/shop/warehouse facility, with connecting
roads to the active mining areas. On cessation of active mining operations, Kerr
submitted and obtained DMG approval of a Minor Revision, MR-25, to narrow Haul
Road A consistent with proposed future use and redesignate the road as a permanent
light-use road. The light-use road will be utilized in conjunction with the proposed
postmining land use to provide continued access to both the office/shop/warehouse
building and general reclaimed mine area.
TR-19 780-74a Revised 11/98
