Permanent <br />stabilization of all diversion ditches and sediment ponds will commence after the areas <br />are backfilled, regraded, and topsoiled, and will involve mulching and seeding to a <br />permanent seed mixture as discussed below. <br />If necessary, all haul road embankments will be stabilized temporarily after <br />construction by seeding the roughened surface with annual cereal grain species. For <br />long-term stabilization, all cut and fill slopes and embankments will be seeded with the <br />same mixture of perennial grasses used for stabilization of the topsoil stockpiles. The <br />sites will be mechanically stabilized by surface roughening treatments or mulched with <br />approximately 3,000 pounds of crimped native grass hay or straw mulch per acre. <br />Following completion of mining, any haul roads which will not be modified and <br />retained as permanent light-use roads will be graded to the approximate original <br />contour, subsoil and topsoil will be replaced, and the re-soiled areas will be seeded <br />with the permanent seed mixture. <br />• <br />Upon the completion of all coal mining and reclamation operations, the remaining mine <br />facilities will be removed and the associated disturbances areas reclaimed according to <br />the grading, topsoiling, and revegetation procedures set forth in this plan, provided <br />there are not continuing beneficial uses for the structures and facilities. <br />Permanent Facilities <br />As stated in the original permit, Kerr committed to removing all equipment, structures, <br />and facilities on cessation of mining operations provided there are no continuing <br />beneficial uses for the structures. Kerr Coal Company, as the surface owner for the <br />mine and loadout facilities areas, has subsequently identified specific facilities/ <br />structures that would have an ongoing beneficial use and, therefore, proposes to retain <br />the following as permanent facilities: <br />• The mine office/shop/warehouse building and associated exterior lighting <br />• The light-use entrance road (Mine areal <br />• Sedimentation Ponds A, B, D, and E <br />• • Existing water supply wells at the mine and loadout <br />TR•19 780-74 Revised 11/98 <br />
