,~1 <br />Montgomery Gravel Operation <br />mill Prevention Control and Countermeasure Plan Pace 3 <br />' GENERAL SPILL CLEANUP <br />Any site with large amounts of oil storage has the potential to impact subsurface soils/ <br />' groundwater by spills, leaks and/or dumping of oil products. Due to the costs associated with <br />cleaning up contaminated soils and groundwater, there is a strong incentive to quickly respond <br />to even minor oil spills. Typical absorbent-type materials currently on the market that soak <br />up oil products will be available at the B&B facility to be used for minor oil spill cleanup. <br />Some of the more common adsorbents used are Lite-Dri Absorbent, Volclay, or kitty litter. <br />For large spills or leaks, B&B will maintain portable pumps capable of pumping excess oil into <br />' the tank/berm storage to await proper disposal. B&B will also maintain the capabilities (i.e., <br />loaders, backhces) to excavate oil contaminated soils and build emergency berms to <br />redrrecdcontrol asignificant oil release. For leaks where adsorbents are used to clean the oil <br />or when surface soils are impacted, the resulting waste material will be disposed of at approved <br />landfills or, with permission from the State of Colorado Health Department, it may be recycled <br />in asphalt mix. <br />' SECURITY <br />' The B&B Excavating facility is fenced and has a lockable gate at its entrance. This gate <br />remains locked when the facility is unattended. Unauthorized personnel are not allowed past <br />' the B&B offices which aze located at the facility entrance. The fill piping to the AST's aze <br />securely capped when not in service. AST dispensers/nozzles are equipped with shut-off valves <br />in case of hose failure. Authorized personnel that drive in the production azea where AST's <br />' are located are verbally dvected to take precautions not to drive or park near AST's that could <br />be damaged by vehicle collision. <br />' SPILL REPORTING AND DOCUMENTATION PROCESS <br />Significant spills (more than 1,000 gallons) will be notified to the local regulatory health <br />' department and the EPA. The spill will be controlled and cleaned up, and afollow-up comple- <br />tion report will be submitted to the Health Department and the EPA to document appropriate <br />actions. Spills smaller than 1,000 gallons will be first controlled and then remediated. A <br />' record of these small spill events will be completed and filed at the B&B facility for a period <br />of three years after the event. If a spill impacts navigable waters of the United States, the <br />National Response Center will be supplied with the following information: <br />NATIONAL RESPONSE CENTER 1-800-424-8802 or 202-267-2675 <br />• time, location and source of spill; <br />• type and quantity of material spilled; <br />• cause and circumstances of the spill; <br />' • hazard associated with the spill; <br />• personal injuries; <br />
