• 2.05.3 <br />2003. All roads leading into the blasting area will be blocked at <br />least 10 minutes prior to the blast by a manned vehicle having radio contact <br />with the blasting foreman to prevent the entrance of livestock or unauthorized <br />personnel to the blasting area. The blast area will be cleared by the blasting <br />foreman. A horn sounded intermittently for one minute will be used for the <br />blast warning signal. The all clear signal will be a horn sounded continuously <br />for one minute. Blasting will not be conducted at times different from those <br />announced in this notice except in emergency situations where rain, <br />lightning, or other atmospheric conditions or operator or public safety <br />concerns warrant unscheduled blasts. <br />The blasting notice will be revised as necessary to describe isolated blasting <br />events. <br />(a)(iv) The distance from the blast location to the nearest structure, dwelling, public. <br />building, school, church, community or institutional building is approximately <br />800 feet. The nearest structure is identified as the old mine office which has <br />been identified as being eligible for listing on the National Register of Historic <br />• Places. <br />Airblast and ground velocity measurement may be required. If blasting is <br />conducted in accordance with (a)(vii) then peak particle velocity is deemed <br />to be within acceptable limits. <br />(a)(v) Rule 4.08.2 requires the applicant to provide written notification to all <br />residents or owners of dwellings or other structures located within one-half <br />mile of the permit area which explains how to request apre-blast survey. <br />Such notice is to be given 30 days before initiation of blasting. Since this <br />surface blasting plan is applicable to surface blasting activities incident to <br />underground mining activities, the written notification will only be given to all <br />residents or owners of dwellings or other structures located within one-half <br />mile of the blast site. <br />(a)(vi) Unavoidable hazardous conditions which could delay a scheduled blast <br />include emergency situations where rain, lightning, or other atmospheric <br />conditions orOperatoror publicsafetyconcernswarrant unscheduled blasts. <br />• <br />TR-27 <br />2.05 - 43 - 8/03 <br />APPR6VED <br />g/-y-/o 3 <br />
