h. ENVIRONMENTAL AND CULTURAL RESOURCES -Goal: (Encourage a land use <br />pattern which considers the ecological and environmental sensitivity of the land, does not <br />overburden the capacity of the land, and promotes the health, safely, and welfare of all County <br />residents; and to preserve the cultural resources of the County.) The proposed operation will be <br />in compliance with all applicable county and state environmental re~ttlations and will be located <br />in an area ofprevlous similar operations thus in compliance with the land use pattern <br />i. VISUAL RESOURCES -Goal: (Protect the unique scenic and rural quality of the County for <br />current and future residents and visitors.) The,~roposed operation will not be highly visible from <br />anv motor travelway or scenic byway and, because no new housing or shoppinz will be required <br />will maintain the rural quality of the Count <br />j. OPEN SPACE AND RECREATION -Goal: (Ensure that adequate parks, recreational <br />facilities and open space are provided throughout the County for resident and visitor recreational <br />opportunities, while maintaining the rural character of the County.) The proposed operation will <br />have no e/fect on existing or uture parks recreational facilities, or open space <br />k. SOLID WASTE -Goal: (The County will encourage the private sector to address the solid <br />waste needs and recycling programs of the County.) [only applicable to operations such as <br />landfills, transfer stations or recycling. facilities etcetera, please make an attachment to the <br />application as to how this goal is to be met in those circumstances, marked as EXHIBIT 46k.1.1 <br />1. STORMWATER DRAINAGE -Goal: (Minimize damage caused by storm events.) The <br />proposed operations will employ a stormwater management plan which will minimize damage <br />caused by storm events and result in no significant water pollution <br />m. MASTER PLAN - FLANNING DISTRICTS -The Fremont County Master Plan divides the <br />County info six distinctive planning districts, with objectives and strategies for each planning <br />district that wilt be used in review of all land use applications as a portion of the justification that <br />the proposed project would meet the intent of the Master Ptan. Each applicant shall provide an <br />attachment (marked as EXHIBIT 46m.1) that addresses how the proposed project will meet the <br />objectives and strategies of the Planning District in which the subject property is located. Which <br />Planning District is the proposed project site located? District One -The Urban Growth District <br />District Two -The Penrose /Beaver Pazk District District Three -The Mountain <br />District District Four -The Royal Gorge Impact District X District Five -The <br />Arkansas Valley District District Six -The Plains District <br />48. The following items shall be.attached to this application: <br />a. A list of names, mailing addresses and assessor's parcel numbers for all property owners within <br />five-hundred (500) feet of the proposed permit boundary or subject property, which ever is greater <br />marked as 1;XIII$IT 47a.1 (:f the mineral interest of the subject property has been severed then <br />the name and mailing address of the mineral interest owner should be included in this list). <br />b. Three (3) copies of a site plan, professeonally drawn, as stipulated by the Fremont County Zoning <br />Resolution 8.1.2.4, to include, at a minimum, the following (the Department, Commission or <br />Board can require additional information on the site plan drawing): <br />1) Drawing size: Minimum sheet size of 24"X36"; <br />2) Drawing scale, unless a different scale is approved by the De~artrrtent prior to submittal: <br />Minimum scale of I"=200' to a maximum scale of 1"=50'; <br />Fremont County Application for Conditional Use Permil OL/06/03 - Dege x14 of I S <br />
