a. TRANSPORTATION -Goal: (Create a safe, functional, environmentally sound transportation <br />system. The aesthetic quality of the County should be given careful consideration when locating, <br />designing, or upgrading any part of the transportation system in order to preserve and enhance <br />public enjoyment of facilities such as mountain roads, bridges and scenic overlooks.) The <br />existing transportation system is adequate for the prolect• no new roads will be <br />required <br />b. URBAN & RURAL DEVELOPMENT -Goal: (Future urban development [including <br />residential, commercial or industrial] should be located within or adjacent to existing urban areas <br />in order to eliminate haphazard sprawl, to assure the provision of adequate urban services and to <br />maximize return on funds invested in public facilities and services. Future rural development <br />[including residential, commercial or industrial) should be located in or adjacent to the core areas <br />of the communities of Swissvale, Wellsville, Howard, Coaldale, Cotopaxi, Hillside, Texas Creek, <br />Parkdale and the Deer Mountain Area.) The proposed mining/processing operation is near <br />Florence and must be located as proposed due to the location of the material to be mined and <br />c. ECONOMIC DEVELOPMENT -Goal: (Widen the existing economic base and to broaden <br />employment opportunities on a County-wide basis. The role of Fremont County government in <br />economic development is to support and facilitate other public and private economic development <br />efforts which are consistent with the economic development objectives for the County) The <br />proposed minims/processing operation will create jobs and materials which will be sold within <br />and outside of Fremont County-adding to the economic and employment base ofthe County <br />d. AGRICULTURE -Goal: (To encourage farm and rural ranch land to remain in active and <br />productive use.) The existing ranching will continue on the privately held lands, and reclamation <br />will return disturbed lands to the pre-existing rangelands suitable for livestock grazing and <br />wildlife habitat <br />e. WATER, SEWER & UTILITY SERVICES -Goal: (Ensure the provision of adequate, <br />dependable, and cost-effective sewer and water facilities, and to guide new development to locate <br />in proximity to existing and proposed sewer and water facilities.) No new sewer or water <br />facilities will be required for the proposed operation <br />f. HOUSING - Goal: (Provide affordable, diverse and quality housing alternatives to <br />accommodate County residents. Housing should not be detrimental to public health, safety or <br />moral welfare, and it should preserve the scenic quality of the area.) No new housing will be <br />required <br />g. COMMUNITY SERVICES AND FACILITIES -Goal: (Ensure the maintenance of adequate <br />and dependable levels of community services necessary to support all existing and future residents <br />of the County.) (community services and facilities are considered to be service and facllities <br />relating to items such as roadways, schools, libraries, ftre protection, law enforcement, <br />emergency medical services, hospitals, park and recreation facilities, etcetera) The proposed <br />operation will require minimal community services but will contribute to the tax base of the <br />County thereby ensuring the maintenance ofadequate and dependable levels ofservices <br />Fremont County Apd~~aNon for Conditional U@e Permit 01/06/03 • page N ~ 3 Of 15 <br />
