Planting shall be done either in the spring or <br />fall planting periods as discussed in Section 816.113. <br />A straw mulcher will also be utilized for topsoil stockpile sideslope <br />stabilization if the broadcasting seeding proves unsatisfactory. <br />The past experience of Energy Fuels indicates that vigorous annual <br />grains are highly effective in stabilizing topsoil stockpiles and <br />there is no reason to assume they will not continue to effectively <br />stabilize stockpiled topsoil. <br />In addition to the stabilization afforded by the planted grasses, <br />volunteer growth, and mulch (if necessary), all topsoil stockpiles <br />will have diversion ditches constructed around them if there exists <br />a possibility of erosion from surface water flow. <br />Removal of any of the proposed or existing topsoil stockpiles and <br />• their subsequent stockpiling is not part of the proposed topsoiling <br />plan and will not be done. <br />Section 816.24 Topsoil: Redistribution. <br />(a) After final grading and before the replacement of topsoil and other <br />materials segregated in accordance with Section 816.23, regraded land <br />shall be scarified or otherwise treated as required by the regulatory <br />authority to eliminate slippage surfaces and to promote root penetra- <br />tion. If the person who conducts the surface mining activities shows, <br />through appropriate tests, and the regulatory authority approves that no <br />harm will be caused to the topsoil and vegetation, scarification may be <br />conducted after topsoiling. <br />After the final grading described in Section 816.102 is completed, <br />the topsoil will be reapplied to the thickness outlined in the <br /> Eckman Park Topsoil Removal, Storage, Redistribution and Revegeta- <br /> tion (Map 42) and Energy Alines No. 1 and 2 Topsoil Removal, <br />816-17 <br />
