Section 816.23 (b) Continued. <br />• (b) Stockpiled materials shall be selectively placed on a stable area <br />within the permit area, not disturbed, and protected from wind and water <br />erosion, unnecessary compaction, and contaminants which lessen the capa- <br />bility of the materials to support vegetation when redistributed. <br />(1) Protection measures shall be accomplished either by -- <br />(i) An effective cover of nonnoxious, quick-growing annual and per- <br />ennial plants, seeded or planted during the first normal period after <br />removal for favorable planting conditions; or <br />(ii) Other methods demonstrated to and approved by the regulatory <br />authority to provide equal protection or <br />(2) Unless approved by the regulatory authority, stockpiled topsoil and <br />other materials shall not be moved until required for redistribution on <br />• a regraded area. <br />Examination of the two previously cited topsoil maps reveals that <br />all current and all proposed stockpiles are located within stable <br />portions of the proposed permit area where the stockpiles are or <br />will be protected from the external effects of both wind and coater <br />erosion. Siting has also been made to avoid disturbances other <br />than those incidental to their deposition and removal. Large <br />brightly colored signs are placed on each stockpile to prevent <br />inadvertent disturbance, unnecessary compaction or contamination. <br />In addition to the physical protection afforded through proper <br />location, additional measures are implemented once the stockpiles <br />are in place. These measures include the planting of rapidly <br />growing mulch species discussed in Section 816.114. The perennial <br />pasture mixture described in Section 780.18 will also be planted if <br />the stockpiles are to remain in place for a period in excess of one <br />year. The planting of the stockpiles will be accomplished by drill <br />seeding those portions flat enough to drill. The remainder will be <br />816-16 <br />
