As depicted on the Eckman Park Topsoil Removal, <br />Storage, Redistribution, and Revegetation (Clap 41), the proposed <br />program will result i.n art orderly sequence for continuous removal and <br />reapplication of topsoil. <br />P.edistribution of topsoil will be done at a ti-2 when the ph,sic.a. and <br />chemical properties of the topsoil can be ,protecte3 from alteration <br />while minimizing the potential for erosion. To the extent practi- <br />cable, stripping and redistribution of topsoil w:li take play<~ during <br />the early summer and fall when the soil mci.sture levels heir reduce <br />the emission of particulate dust. Also, handling topsoil when it is <br />somewhat moist results in the formation of a sesl when tfte moisture in <br />the upaermost layer evacoret;a, fuzther reducing the potential for air <br />pollution. nedistriLuteci topsoils will be laft as spread to minimize <br />erosion before re:cgetation. By proper timing and by leaving the <br />surface in a rougher_ed concit.ion, the erosion potential on the site is <br />• highly restricted (Sauer, et. al., 1976). <br />Section 816.23 Topsoil: S*_orage. <br />(a) Topsoil an3 other materials removed undar Section 816.22 sh~_11 be <br />stockpiled only when it is impractical to promptly redistrib~~te such <br />materials on regraded areas. <br /> <br />The estimated quantities of topsoil to be stockpiled and the quantities <br />which are presently stockpiled are found on the Eckman Park Topsoil <br />Removal, Storage, Redistribution, and Revegetation Map (Map 42) and <br />the Energy Ctines No. i and 2 Topsoil P.emoval, Storage, Redistribution, <br />and Revegetation Ctap (flan 41). As can be observed from these maps, a <br />total of 47 topsoil stockpiles currently exist; 11 are proposed for <br />the mining operations in Ececman Park. All of the proposed stockpiles <br />result from situations where distribution is not practical either <br />because redistribution areas are not available at the time of topsoil <br />• removal, such as is the case with the initial boxcut in Eckman Park, <br />or because more topsoil is being stripped than used for redistribution. <br />816-14 <br />
