• A soil sample was taken from this area and results indicate a nitrogen <br />(nitrate) deficiency as shown on Table 1, Soil Sample Analysis. Upon <br />receiving recommendations from the Division regarding the appropriate <br />fertilizer to be used, Bear Coal Company will commence reseeding, <br />mulching and fertilizing in this area. Work will be completed in the <br />Fall of 1985. <br />Vegetation Monitoring Plan <br />The Vegetation Monitoring Plan as recommended by the Division in the <br />adequacy review letter of January 18, 1982 is acceptable to Bear Coal <br />with the following exception: The Division recommends a minimum of ten <br />(10) randomly located transects to be measured. Due to the fact that <br />much of the area at Bear No. 1 is now under the reclamation <br />responsibility of West Elk Coal Company, Bear Coal Company believes that <br />the minimum number of transects required should be reduced. It is <br />requested that the Division review the Bear No. 1 and No. 2 Reclamation <br />• Plan (Map 1), and re-evaluate the number of transects which are <br />required. <br />Based on this recommendation, Bear Coal Company will conduct the first <br />herbaceous cover and woody plant density measurement in the fall of 1985 <br />and every other year thereafter. Once Bear Coal Company believes that <br />successful revegetation has been achieved, the Division will be <br />contacted for their concurrence. <br />RECLAMATION PLAN SCHEDULE <br />All planned reclamation activities are shown on the Bear No. 1 and No. 2 <br />Reclamation Plan (Map 1). <br />BOND RELEASE <br />Due to the reclamation activities completed at Bear No. 1 and No. 2 and <br />• subsequent low reclamation bond requirements (refer to Exhibit 26), a <br />partial bond release is requested. <br />-5- <br />
