(1) To meet and surpass applicable regulations for pre-employment <br />• training courses and employment retraining courses; (2) To support and <br />start a training program for vocational-technical schooling serving <br />local residents who do not possess the skills needed to operate equipment <br />used in large mining operations; and (3) To provide in-service training <br />programs for mechanics, electricians, and management personnel in order <br />to assure that all personnel have been exposed to the most recent tech- <br />nical information available to perform their jobs in the best possible <br />manner. <br />Energy Fuels has full-time employees devoted to pre-employment training. <br />Current standards require 24 hours of pre-employment courses on first <br />aid and accident prevention. The Company offers 45 hours in these <br />categories and also exceeds applicable standards for retraining and <br />refresher courses. <br />In addition to government required training, Energy Fuels has initiated, <br />in conjunction with Colorado Northwestern Community College, a program <br />• of complete vocational-technical training. This training allows local <br />residents to develop skills in such fields as welding, electrician <br />training and heavy equipment operation. Employees of Energy Fuels are <br />also able to enroll in general education courses designed to increase <br />their job mobility. <br />Recently, because of the importance of new environmental regulations, <br />Energy Fuels has started to develop a training program for all employees <br />aimed at reclamation and environmental protection. <br />Size and Configuration of Operations <br />Energy Fuels produces state, federal and private coal from the existing <br />three mines shown on Figure 1, General Location Map, page 2. The three <br />mines are respectively referred to as the "Energy Mine No. 1, Energy <br />Ptine No. 2, and Energy Mine No. 3". Energy Mines No. 1 and 2 are the <br />subject of this application, but Mine No. 3 is discussed in some detail <br />• in order to properly evaluate the cummulative impacts of Energy Fuels' <br />-10- <br />
