Description of Organization of Permit Application <br />• Energy Fuels has carefully chosen the format for this application after <br />consultation with representatives of both the MLRB and the OSM. The <br />application is arranged to provide for easy reference to specific sec- <br />tions of the Permanent Regulations. Where applicable, cross references <br />have been furnished to avoid redundancy and facilitate review. Supple- <br />mental information not included in the typed text of the application is <br />set forth as Figures, Tables, Maps or Exhibits. A comprehensive listing <br />of all Figures, Tables, Maps, and Exhibits directly follows the Table <br />of Contents to this application. A Bibliography is attached with this <br />application complete with a list of authors and their referenced work. <br />Finally, information is provided to serve as a guide and cross reference <br />between the Permanent Regulations, the Colorado Surface Coal Ptining <br />Reclamation Act and existing regulations of the MLRB under the 1976 <br />Colorado Mined Land Reclamation Act. <br />In all but a few cases, the actual language of the Permanent Regulations <br />• is incorporated as a prefix to Energy Fuels' technical response. By <br />using this approach, unnecessary cross referencing between the regula- <br />tion and response should be avoided. <br />• -26- <br />
