operations, adverse social and economic impacts in the areas of mining <br />will be severely felt in the local communities and will eventually <br />• extend to the United States at large. By maintaining present production <br />levels of 10,959 tons of coal per day for 365 days per year, approxi- <br />mately 49,315 barrels of oil per day are displaced. At the present <br />landed price of about $20 per barrel, Energy Fuels' daily production <br />helps the nation save almost $1,000,000 per day, money that is rein- <br />vested in this country, rather than exported to foreign oil suppliers. <br />Moreover, unless a permit and an approval are forthcoming in an ex- <br />pedient manner, a highly competent and trained work force will be <br />reduced and a substantial investment in capital equipment may be lost. <br />Because the C-22644 Lease Area is adjacent to Energy Fuels' existing <br />operations, environmental impacts from mining will be minimal. No <br />additional socioeconomics impacts to the surrounding communities will be <br />experienced since the proposed mining from C-22644 Lease will only <br />maintain existing levels of production and employment. Support facili- <br />ties such as office buildings, railroads, tipples, etc, are already in <br />• place and will continue to be utilized as the additional reserves are <br />mined. Total surface area disturbed at any one time will not be in- <br />creased because Energy Fuels is not expanding existing levels of produc- <br />tion. The area which will be disturbed will be reclaimed to beneficial <br />uses similar to adjacent areas already successfully reclaimed. Impor- <br />tantly, the nation will continue to enjoy continued production of coal <br />at existing rates, and will receive increased royalty revenue since a <br />greater percentage of the coal mined will be Federal. <br />No other alternatives are available to provide Energy Fuels with the <br />relief necessary to maintain existing levels of coal production and <br />employment or to satisfy its' existing contracts. Energy Fuels respect- <br />fully requests that the Office of Surface Mining and the MLRB approve <br />this application and the mining and reclamation plan as delineated <br />within this application. <br />-20- <br />• <br />
