liance With The Surface Mining Control and Reclamation Act of 1977 <br />• <br />In an effort to facilitate and expedite the review of this application, <br />Energy Fuels has held a series of meetings with the OSM and the MLRB <br />representatives throughout the spring and summer of 1979 for the purpose <br />of discussing and reaching some understanding concerning the permit <br />format, design criteria for certain structures and environmental base- <br />line information requirements. The permit preparation efforts of Energy <br />Fuels have proceeded in substantial reliance upon the discussions held <br />at these meetings. <br />Also, it must be emphasized that both the OSM and the MLRB have signi- <br />ficant familiarity with the on-going operations of Energy Fuels. The <br />OSM Region V, Division of Technical Analysis and Research, and speci- <br />fically Mr. John Hardaway, have conducted a review of the Energy Fuels' <br />mining operations, with particular emphasis on the Energy Mine No. 2 in <br />connection with the recent approval of a modification to Energy Fuels' <br />existing mine plan to include the area within Federal Lease C-20900. <br />• The MLRB, of course, has evaluated Energy Fuels' operations thoroughly <br />through numerous permit and permit amendment applications over the past <br />several years. In other words, much of this permit application covers <br />Energy Fuels' on-going operations at Mines No. 1 and 2, and to that <br />extent concerns areas which have been scrutinized in prior permit appli- <br />cations. <br />A thorough environmental analysis of Energy Fuels' existing operations, <br />as well as the proposed Eckman Park expansion area encompassed by Lease <br />C-22644, may also be found in the Northwest Colorado Coal Regional Final <br />Environmental Statement (1976), the Northwest Colorado Supplemental <br />Report (1978), and the Environmental Assessment Report dated January 18, <br />1979, prepared by the Bureau of Land Ptanagement in connection with the <br />issuance of Lease C-22644. <br />Maximize The Utilization and Conservation of Coal So Future Surface <br />Mining Can Be Minimized <br />• Energy Fuels strives in its mining operation to recover the maximum coal <br />tonnage that may be practically removed.
