Banks and Gesso, LLC <br />For areas to be reclaimed as developed water (water storage reservoirs), final <br />reclamation will consist of sealed hydraulic barrier installation and vegetative <br />stabilization of soils, all specifications for which will conform to the standards for <br />reservoirs administered by the Office of the State Engineer. Based on detailed materials <br />testing, progress of operations, and other feasibility considerations, the operator will <br />determine whether a clay liner or slurry wall is preferable for the site. For bonding <br />purposes, a slurry wall surrounding both the Phase I and Phase II reservoirs represents <br />reclamation costs. The operator will submit a Technical Revision to the Division, <br />pursuant to this Reclamation Permit, for review prior to the implementation of a slurry <br />wall or clay liner. <br />Topsoil Preservation <br />Topsoil that is needed for later use in revegetation efforts as a plant growth medium will <br />be stockpiled separately, as shown on Exhibit C-2. It will be seeded with a temporary <br />seed mix (see Table E-2 later in this section) if the stockpile is to remain in place for <br />more than one growing season. The seeding of these stockpiles will reduce wind and <br />water erosion, compaction and other disturbances that may reduce its capability to <br />support reclamation vegetation. Topsoil needed to complete final grading and <br />revegetation will be seeded with the temporary seed mix. Any remainder may be <br />commingled with overburden and used for backfill. <br />Final Grading <br />All slopes will be contoured to a minimum slope of 3H:1V. Positive drainage will be <br />achieved for all reclaimed land surface areas. <br />Topsoil Replacement <br />After backfilling with overburden, at least 6 inches of topsoil will be re-spread over <br />disturbed areas to provide a suitable medium for revegetation. Additional topsoil may be <br />provided as available. <br />Reveoetation <br />All disturbed surface areas above water levels and not otherwise subject to surface <br />treatment specifications (e.g., SEO reservoir design criteria) will be topsoiled and drill- <br />Sundance Sand and Gravel Resource 06015 <br />Lafarge West, Inc. 13 September 2006 <br />
