l~
~-
Mr. Gilbert Nindahl -2- September 30, 1983
D. ExFiibit__~___..Minirtg,-Plan
1. How many cubic yards of topsoil is currently stockpiled? Flow many ~
additional cubic yards of topsoil will be stripped and stockpiled for `y ..~
later replacement?
2. How many cubic yards of overburden is currently stockpiled? liow
many additional cubic yards of overburden will be stripped and
stockpiled for later replacement?
3. lopsoil and overburden stockpiles should be definite stockpiles, ~ ~
properly sloped such that the stockpiles are capable of supporting a
perennial yrass cover until used for reclamation.
4. Topsoil and overburden stockpiles to remain for greater than 1 ~;~
yrowing season should have a perennial grass cover planted to aid in
protecting this material from wind and water erosion.
E. Exhibit E -Reclamation Plan
1. the operator has conmitted, in the oriyinal 2'1-acre permit, to
replace topsoil to a minimum depth of 12 incFres over the affected area. ;~~
The operator should have salvaged this quantity from the Niwot series. ~I""
TFierefore, the staff does not understand or agree to the statement that "
the operator M111 replace 6-12 inches of plant growth medium per acre.
7.. There are conflicting statements in the reclamation plan and soils
information with respect to 'the salvage and replacement of topsoil ;and
overburden from colluvial lands. In the Soils section, the operator
states, °Topsoil will be separately stored from the overburden, but in
the reclamation please, the overburden will be dry screened and used
along with the topsoil as the plant growth medium." In another
paragraph within the Soils section, the operator states, 'The use of
colluvial land as the plant growth medium for reclamation will require
that dry screening of topsoil and overburden be dune before seeding, and
to insure successful revegetation, proper management. through controlled
or reduced grazing and irrigation will be required."
Tn the reclamation plan, the operator states, "As 'the operation
progresses from area to area, loaders and scrapers will remove the 12-24
inches of colluvial topsoil and subsoil. This material will be stored
above the quarry along with the overburden (f.xhibit C - Mining Plan
Map). Due to the overall high rock content of the overburden and
topsoil, this material MiII be screened prior to reclamation."
