All traffic accessing the <br />cement plant would do so via the haul road and its new intersection at SH 66. <br />5.0 COUNTY ROAD VACATION AND RELOCATION <br />Applications have been made to vacate portions of County Roads 47 and 49. County Road <br />47 will be relocated to the east valley alignment shown on the map. Much of County Road <br />49 will be vacated and abandoned as a public road. <br />6.0 VOLUNTARY LAND CONSERVATION AND DONATIONS <br />Southdown proposes the following on a voluntary basis as these are not required for a Special <br />Use Permit as more fully set out in the Development Agreement: <br />1. Interim Non-development Covenant (shown on map) <br />• Applies to permit area, Northwest Dowe Flats property, and West Dowe Flats <br />Donation parcel (excluding the Stone Canyon ParceU. <br />• Starts when Development Agreement is executed. <br />• Terminates if any parcel is donated to the County, mining is not commenced <br />or ceases for any reason, or the State reclamation bond is released for the <br />Dowe Flats mine. <br />• Prohibits construction of new roads, buildings or other structures not directly <br />related to the mina operation, subject to existing easement holders and mineral <br />interests. <br />• On the permit area it allows all uses and activities in the Special Use Permit and <br />farming, grazing, feed lot and dairy operations (South Dowe Flats Property) <br />ranching, other existing agricultural uses, and allows maintenance, repair, <br />replacement and improvement of existing residential structures. <br />2. Open Space (shown on map) <br />A.
