Hox 2687
Graced Junction, Colorado 31502
Dear Mr. Thomason:
I inspected the Logan Nash operation on May 6, 1981 with Ed Foy and Dave Diee.
I have a few comments and questions for you based on the field inspection end
review of Occidental's permit and recent unnual report. Please call before
you make a written response.
The seed mix listed in Table II of the annual report differs truce the seed mix
approved in the permit (sea March 1, 1970 letter from R. C. Lho•.auson to Dean
Massey and supplemental materials submitted in a February 28, 1973 meeting).
Please oxplain and correct this discrepancy. It may be necessary to seed addi-
tional species. particularly forb species, this fall. Shrubs cruet also be
transplanted, poaeibly next spring, in accordance with rile approved plan.
Areas 1 through 18, identified 1n rho reclamation plan contaii+ed Sa tlTe February z8,
1976 submittal, do not all appear on any mnpa submitted to liLli that I can find.
These areas are nunbared differently in the annual report. Please submit a map
showing all affected areas and make it clear which reclamation procedure contained
in your parc~it applies to which areas. Please be conalatenr. in how you refer to
the affected areas to help avoid confuaia~i.
At least five areas (4, 7, 3, 9 and 16) in the February 28, 1978 submittal are to
be topaoiled with G, 8 or 18 inches of topsoil. Where will this topsoil come from?
I only noted oat topsoil stockpile, located west of the intersection near rile
heater treater area, which apparently came from the heater Greater area. It does
not appear that topsoil hoe bean salvaged from all affected areas where it could
have been. Please explain.
1 The topsoil stockpile vest of the heater treater facility nreds to be protected
3 Prom erosion or contamination. This should be accomplished by first moving tl~e
pile away from the edge of the gully where it now sits, realiaping the pile so
that no slopes are greater than about 3:1 and constructing a two to three foot
high berm around the downelope sides to trap any eroded Boil. The pile should be
protected from any runron; runoff from other areas should be diverted around the
stockpile. The soil should be seeded with a quick growing, cover crop plus perennial
grass and mulched ae soon as practical. A good temporary seed mix might include
barley., yellow sweetclover and western vheatgrasa or other eui.table grass(es) ae
approved by the Mined Land Reclamation Division.
