Thomason !~ <br />May 12, 1981 <br />Page Two <br /> <br />Topsoil should ba removed from storage areas in the area marked ss number 3 <br />in the 1981 annual report recently submitted. The ealvaved topsoil should <br />be stored in a stockpile designed to protect the soil from contamination or <br />lose. The far northwest portion of area 3 should provide a good location for <br />the stockpile. Soil should also be cleaned out of the small sediment control <br />basin near the southern end of area 3 and saved. In general, soil should he <br />salvaged from all erase sub,]ect to disturbance. <br />The praeeut aedlment control system does not appear to be totally adequate. <br />The large pond oa area.3 (see moat recent annual report) seems to be doing <br />its intended job, but the small settling basin at the southern end of Brea 3 <br />needs to be cleaned out and rebuilt. Additional sediment ponds should 6e <br />constructed in the two drainages below the mine dump areas. A sediment pond <br />is also needed below the heater treater area. ~/.e can discuss the design and <br />number of ponds needed over the telephone. <br />Seeded areas, such as the old roads I observed on the Hay 6, 1981 inspection, <br />should be protected from disturbance so ae to speed reclamation and bond <br />release. I suggest large enough ditches and berme be constructed at the ends <br />of each seeded section o! old road to discourage vehicular. traffic. Signs <br />marking the seeded areas and even short lengths of fence or Coble or rock piles <br />might also ba neceaeary. You may also hnve to educate other workers of the <br />Head Co stay off the seeded areas and theneenforce the raetriceions. <br />I believe the method for handling mine drainage water should 1>e improved. I <br />am willing to listen to your reasons for handling the water as you are but wiel~ <br />to discuss some possible improvements. I am also concerned about situations <br />where the amount of retort water may exceed the capacity of yc.~ur steam generntion <br />system. An evaporation pond might be neceas.ry. In general, I want to ba <br />certain that all reasonable precautions are being made to minimize erosion and <br />contamination of surface and ground waters. <br />The recently seeded areas were looking fairly good. I am sure the recent rein <br />will help immenaly. I recommend you consider someminor weed control measures <br />to reduce weed competition and thus aid establishment of seeded plant epeciea. <br />Spraying vith a low volatile ester or amiue formulation of 2,4-D will control <br />Che ruseian thistle and summer cypress I observed. Care must he taken to avoid <br />spraying the surrounding native shrubs or any volunteer shrubs on the needed <br />areas. <br />Peel free to contact me if you have any questions. <br />Sincerely, <br />Steven C.
