CJ <br />Section 779.13 Continued. <br />(2) If this information is not available from those agencies, the <br />applicant may gather and submit this information to the regulatory <br />authority as part of the permit application. <br />(3) The permit shall not be approved by the regulatory authority until <br />this information is made available in the application. <br />All information required by this Section has been gathered by Kerr <br />Coal and accompanies this permit application. This information is <br />presented in Sections 779.13 through 779.17. Environmental re- <br />sources information gathered by Kerr Coal is the result of explora- <br />tory drilling, field investigations, geologic mapping, aerial <br />photography, topographic mapping, data from several pump tests, <br />monitoring of numerous wells and stream stations, extensive inves- <br />tigations by independent consultants, and monitoring of climatolog- <br />• ical stations. Consistent with Company policy of maintaining <br />communication and cooperation with government agencies, Kerr Coal <br />has encouraged and permitted numerous agencies to conduct investi- <br />gations and experiments within and adjacent to the mine plan area. <br />A complete list of all government agencies and consultants is <br />provided in Section 771.23. <br />(c) The use of modeling techniques may be included as part of the <br />permit application, but the same surface and ground water information <br />may be required for each site as when models are not used. <br />With respect to hydrology, modeling techniques have been used in <br />this application to derive certain baseline parameters of water <br />quantity and quality, to extrapolate data from one area to another <br />where similar geologic and hydrologic conditions exist, and in <br />determining the probable hydrologic consequences of surface mining <br />`. <br />779-9 <br />
