Section 779.20 (b) Continued. <br />• and wildlife information and specific study designs were discussed <br />with the U. S. Bureau of Land Management ("BLM"), the Colorado <br />Division of Wildlife ("CDOW") and the U. S. Fish and Wildlife <br />Service ("USFWS") in January of 1979, some three months prior to <br />the publication of 30 CFR 779.20 (b). Subsequent to the publication <br />of this regulation, the study design was presented to representatives <br />of OSM and the MLRD at a coordinating meeting in Denver on August <br />2, 1979. A subsequent meeting of wildlife biologists from AfLRD and <br />OSP1 was held on August 8, 1979. Numerous additional contracts have <br />been made with all of these agencies through the period the studies <br />were being conducted. <br />(c) The regulatory authority, in consultation with the appropriate <br />State and Federal fish and wildlife management, conservation, or land <br />management agencies having responsibilities for fish and wildlife or <br />their habitats, shall determine the level of detail and the areas of <br />such studies, according to-- <br />(1) Published data and other information; <br />(2) Site-specific information obtained by the applicant; and <br />(3) Written guidance obtained from agencies consulted. <br />In anticipation of the proposed Federal Leasing of the Eckman Park <br />area, Energy Fuels maintained close contact with the BLM personnel <br />preparing the Environmental Assessment Report on Federal Coal <br />Leases C-22644, C-26913 and C-22676. That report was released <br />on January 18, 1979. Prior to its release, a meeting was held on <br />January 3, 1979 at the Energy Fuels' Mine Office to review the <br />status of the proposed wildlife investigations for the mine plan <br />area. In attendance were representatives of the BLM, CDOW, and <br />the USFWS. Fish and wildlife sampling strategies were developed <br />• at that time. <br />779-133 <br />
