Trainina of Personnel. <br />New personnel to perform on-site inspections of the Outfall <br />areas will accompany the General Manager or a professional <br />engineer registered in the State of Colorado designated by the <br />General Manager during on-site inspections. While accompanied <br />by an engineer, the new personnel will check each outfall <br />area, following the procedures listed in the Eastside Mine <br />SWMP. The engineer will ensure that the new inspector follows <br />the procedures and is able to perform the inspection <br />satisfactorily. <br />F. Chanaes in Operations. <br />If changes are made to the existing approved plans for <br />relocation of the office and construction of the waste <br />disposal area, Eastside Coal Company will provide revised <br />plans to the Colorado Department of Health Water Quality <br />Control Division, Colorado Department of Natural Resources <br />;~ Division of Minerals and Geology and Environmental Protection <br />Agency, and Garfield County personnel. Eastside Coal Company <br />will perform all required permitting activities before <br />construction begins. <br />If Eastside Coal Company determines it is necessary to disturb <br />additional areas, all necessary permitting activities will be <br />completed and the Stormwater Management Plan will be amended <br />and implemented to control stormwater runoff. <br />G. Annual Report. <br />Eastside Coal Company will submit an annual report to the <br />Colorado Department of Health Water Quality Control Division <br />in June of each year. The annual report will certify that a <br />thorough inspection of all affected operations was performed <br />each quarter during the reporting year (see Appendix D: Forms <br />- Table 2: Inspection Report). The quarterly inspections will <br />show complete compliance with the SWMP or any deficiencies <br />that occurred and how the deficiency was corrected or will be <br />corrected. The annual report will become part of the SWMP and <br />the Colorado Discharge Permit Number COG-850019.
