C. Records.
Records demonstrating maintenance and compliance of the
Eastside Mine Stormwater Management Plan will be kept on-site
;~ at the Eastside Mine. These records will be available to
Colorado Department of Health Water Quality Control Division,
Colorado Department of Natural Resources Division of Minerals
and Geology and Environmental Protection Agency personnel.
D. List of Personnel.
Compliance of the Eastside Mine Stormwater Management Plan is
under the direction of the General Manager. The General
Manager may designate a SWMP Administrator to be responsible
for developing the SWMP and assisting in its implementation,
maintenance, and revision. Additional personnel may conduct
on-site inspections under the direction and supervision of the
General Manager or the designated SWMP Administrator. A list
of the current personnel is listed in Appendix A. List of
Personnel.
Procedures to be followed to determine compliance with the
Eastside Mine SWMP will include an on-site inspection of each
Outfall 001-009 on a quarterly basis. The on-site inspector
will look for erosion by wind (blowing dust) and water
(seepage, gullying, cracking, or any type of deformation) of
each of the areas listed in Sect; on I'J. Stormwater Managemen~
for Each Area: Outfall D03-009 (see Appendix D: Forms - Table
2: Quarterly L-_specticn Report. Each outfall area will be
visually inspected to determine that: a. vegetation is stable,
b. ditches are free-flowing and functioning properly, c. rip-
rap is in place and stable, d. the sediment pond(s) are stable
