r <br /> <br />II. Description of Operation Areas. <br />The Eastside Mine is located in West Central Colorado in Garfield <br />County. The main surface facilities area is located approximately <br />3.5 miles north of Silt, Colorado in the NE}`, Section 24, TSS, R92W <br />of the 6th Prime Meridan. The area is accessible from Interstate <br />70, then north of Silt via Garfield County Road 237. The Southern <br />Pacific railline follows the Colorado River and Interstate 70 from <br />Silt, Colorado to Rifle, Colorado. <br />The mining operation is located on the Grand Hogback. The general <br />topography in the vicinity of Eastside Mine ranges from 7800 feet <br />down to 6300 feet. The slopes range between 30$ to 50$. The main <br />feature in the area is Harvey Gap. This is an erosional feature <br />which cuts completely through the Grand Hogback. Smaller drainages <br />occur on both sides of Harvey Gap but do not cut completely through <br />the Grand Hogback. The entire area is extremely steep with some of <br />the resistant sandstones forming dip slopes over the area. The <br />Grand Hogback trends in an east-west direction with the major <br />drainages trending north-south. <br />The previously disturbed surface areas at the mining site are in a <br />transitional zone between the alluvial fill and the steep slopes <br />forming the Grand Hogback. Slopes within the mining site range <br />between ten percent (10$) to fifty percent (50$). The topography <br />of the area lends itself to very abrupt changes in slope. <br />The pre-mining land uses of the permit area are mining and <br />undeveloped land. Active mining, on an intermittent basis, has <br />occurred in the Harvey Gap area from the late 1800's until 1979. <br />The Grass Valley Reservoir located to the north of the permit area <br />is classified as a developed water resource. The Grass Valley <br />Reservoir is up drainage from the Eastside Mine. <br />There are no residences or commercial developments within a mile of <br />the mine. Cropland is located approximately 1.5 miles to the north <br />and to the south of the mine. Wildlife is generally found <br />throughout the permit area and adjacent areas. Mining has had no <br />significant impact on the wildlife except the loss of grazing from <br />the previously disturbed areas. <br />The area disturbed by the Eastside Mine surface operations and <br />facilities has little capability of being productive except as a <br />mining facility or wildlife grazing. The steep terrain and the <br />limited rocky nature of the soils in the area will not support any <br />type of ~_ _-----. <br />There are currently 299 acres permitted at the Eastside Mine. The <br />operation areas include the Haulage Road and the Surface Facilities <br />hrea (see Drawing: SWMP.DWG). The Haulage Road and the Surface <br />2 <br />
