11. No surface use will be allowed in wetland, floodplain, or riparian areas or on slopes <br />greater than 60%. No drill pads, staging areas, or storage aeeas will be allowed in <br />these areas. <br />12. With respect to goshawks and other raptors (except American Kestrel) which may <br />occur or become established on the CEL during the life of the project, the following <br />special condition shall apply: <br />Conduct pre-construction surveys for nesting raptors on the CEL prior to any <br />surface disturbance. No surface activities will be allowed within %: mile radius of <br />active nest sites between the dates of February 1 and August 15, unless authorized <br />by the Forest Service on asite-specific basis: <br />13. In order to preclude any potential disturbance to nesting purple martins in areas where <br />exploration activities would affect mature aspen stands, nest site surveys would be <br />performed prior construction to identify purple martin nesting activity. If active nest <br />sites are located, then access road development plans and/or drill hole locations will <br />be modified so that nest sites are not adversely affected or development timing be <br />constrained to preclude impacts during the breeding season (May I -July 31). <br />14. The Licensee will be held responsible for all damage to fences, cattleguards, resource <br />improvements, roads, and other structures on National Forest System lands which <br />result from their operations. The Forest Service must be notified of damages as soon <br />as possible. <br />15. Fueling and lubricating vehicles will be prohibited within 100 ft of streams, irrigation <br />ditches, and wetlands. No fuel storage will be allowed within 500 ft of any water <br />bodies. <br />16. Gates must be closed after entry unless otherwise specified. <br />17. Operations must be coordinated with other Forest Service-authorized permittees to <br />prevent use conflicts. <br />18. All drill holes must be plugged in accordance with Federal and State regulations. <br />19. Any exploration drill holes that encounter water and are selected to become long-term <br />ground water monitoring holes will need to be approved by the Forest Service. <br />20. Fire suppression equipment must be available to all personnel working at the project <br />site. Equipment must include at least one hand tool per crew member consisting of <br />shovels and Pulaski's and, one properly rated fire extinguisher per vehicle and/or <br />internal combustion engine. <br />21. All gasoline, diesel, and steam-powered equipment must be equipped with effective <br />spark arresters or mufflers. Spazk arresters must meet Forest Service specifications <br />13 <br />
