I • <br />• <br />~~ <br />Additional supporting information and general operation information as <br />well as all necessary legal documents and lists may be found in the <br />accompanying updated Adjudication File, Tab 3. <br />History of Operations/Summary of Revisions <br />The original Seneca II Mine Permit Application (Permit No. C-80-005) was <br />submitted in December 1980 to comply with the Rules and Regulations of <br />the Colorado Mined Land Reclamation Board (CMLRD) pursuant to the <br />Colorado Surface Coal Mining Reclamation Act 34-33-102 et seq. The <br />application was subsequently approved by CMLRD on September 23, 1981 and <br />by Office of Surface Mining (OSM) on December 29, 1981. The <br />application, for the most part, contained baseline information for the <br />life-of-mine. Supplemental baseline and additional supporting <br />information has been provided at various times as revisions to the <br />permit. <br />Original Application <br />At the time the original application was submitted, both the 650 <br />dragline and 770 dragline were working the Wedge coal seam. The intent <br />at that time was to open up the Wolf Creek coal seam in October 1981 <br />with the 770 dragline. The 650 dragline was to stay in the Wedge area <br />until April 1984 when it was to be moved off site. <br />This plan, as approved, was designed to leave approximately 7,000 feet <br />of open pit for 9 years until the Wolf Creek coal seam was mined out and <br />the 770 dragline moved down to the Wedge area to continue mining. <br />Power plant demand, environmental concerns and operations efficiency <br />caused Peabody Coal Company (PCC) to reevaluate the proposed mining <br />plan. This prompted the first of several Technical Revisions which have <br />served to modify and improve the operational characteristics of the <br />Seneca mining operation. <br />Active mining operations ceased in 1999. Since then, the mining areas <br />have been backfilled, graded and revegetated.
