In addition to the 6" earth cover on the <br />sideslopes, a 6" gravel cover shall be used to prevent erosion of <br />the earth cover layer. The impermiable liner shall also be <br />adequately anchored using a perimeter trench one foot above the <br />high water line to secure the liner to the sideslopes. <br />Operation of the fresh water ponds shall be as follows: 1) fresh <br />water from rail cars shall be discharged into Pond No. 1 where <br />primary settling occurs; 2) then the water shall be decanted and <br />conveyed to Pond No.2 by way of a spillway conduit; 3) the <br />decanted water shall be stored in Pond No. 2 until required by the <br />• various mine operations. The fresh water shall be treated before <br />human consumption, otherwise water shall be directly withdrawn <br />from Pond No. 2 for mine use. Water shall also be obtained from <br />Pond No. 1 if the need arises. <br />As the volume of sediment collected significantly affects <br />available water volume, the pond shall be completely dewatered to <br />reduce the moisture content of the sediment. The sediment shall <br />then be removed and hauled to the refuse disposal area fur <br />placement and compaction. <br /> <br />01/16/86 <br />
