<br />Adequacy Issues 4 February 19, 7999 <br />Delta Paving Gravel Pit File No. M-98-105 <br />to be reclaimed to support wildlife habitat, and the area does not appear to satisfy the <br />conditions of Rule 3.1.10(8), which define areas where revegetation will not be required. <br />Please describe how the applicant intends to reclaim the phase II area to support the post <br />mining land use and satisfy the performance standards of Rule 3.1, which require <br />stabilization of affected areas. Due to the high water table of the area, DMG recommends <br />that the applicant consider transplanting willow and cottonwood tublings to re-establish <br />vegetative cover, stabilize affected areas and support the post mining land use. <br />(c) DOW has recommended live transplant of shrubs and riparian vegetation to <br />reclamation areas from areas of advancing excavation. Please clarify how the application <br />has addressed DOW recommendations. <br />6. Exhibit F -Reclamation Plan Map The application form indicates that affected lands <br />will be reclaimed to support wildlife habitat. However, approximately 4.7 acres of the <br />processing/stockpile area will be reclaimed as a permanent concrete and asphalt plant. <br />Pursuant to Rule 6.4.6, please revise Exhibit F to identify the 4.7 acre permanent <br />production site as industrial/commercial post mining land use. Please show the expected <br />physical appearance of the final plant site, including locations of drainage control and <br />sediment containment structures. <br />Additionally, the application indicates that portions of the affected lands will also be <br />reclaimed to support recreation post mining land use. Please clarify the areas to be <br />reclaimed for recreation and identify recreation areas on Exhibit F. Please note that Rule <br />3.1.517) requires that final inslopes for swimming ponds be graded to no steeper than <br />5H:1 V, throughout the area proposed for swimming. If swimming is to be included in the <br />recreation areas, please revise the reclamation plan to address the 5H:1 V pond inslope <br />requirement. <br />7. Exhibit G -Water As noted above, under item 4d, DOW has recommended that the <br />material processing site be located as far away from the river as possible and that the <br />permanent ponds be located above the 50 year floodplain. DMG has received additional <br />flood related concerns from an objecting citizen. Pursuant to Rule 6.4.712)(c), please <br />submit a brief statement or plan showing how the proposed operation will protect against <br />pollution of surface and groundwater, resulting from high flows on the Gunnison River. <br />Please address the potential for flooding of affected areas. <br />8. Exhibit J -Vegetation As noted above, under item 3e, wetlands may exits within <br />the boundaries of affected lands. Please identify the principal species defining the wetland <br />areas and delineate the wetland areas on Exhibit C, Mining Map. <br />
